Go to Marketing > Promotions > Cart Price Rules and click Add New Rule.
Now, fill out basic information about the rule, like name and description. Make sure to activate the cart price rule and select the applicable websites.
You can also select the applicable customer groups to which you want to offer the free shipping.
Move ahead to select the coupon option and enter the coupon code if you are providing one.
After this, expand the Action section and select the value of Apply from the dropdown. And in the below toggle button Set Apply to Shipping Amount to yes.
Now, set the Magento 2 cart rule free shipping condition from the dropdown and select “For matching items only.” (This rule only applies to specific items in the cart that match the rule you have set.)
Click the small plus button to insert your condition.
Last but not least, enter the labels to appear during checkout. The message you set here will be shown to your customers.

Now save and test if the rule is working as per the plan. You need to give some time before testing, so it is advisable to wait for a while and test the rule.
